PROBLEM TO BE SOLVED: To activate a black writing fluid having lost an electric charge with passage of a long time after manufacture, by giving the electric charge thereto. SOLUTION: The black writing fluid is agitated by an agitating implement having a tourmaline bonded. The implement is rubbed against an inkstone with pressure and immersed in the black writing fluid. Then the electric charge is generated by a weak current generated from the tourmaline and hydrolysis and thereby the fluid is activated. COPYRIGHT: (C)2004,JPO
