PROBLEM TO BE SOLVED: To provide an emulsified cosmetic which has excellent usability such as good extendibility and non-tackiness, gives an excellent sense of use, and gives a high moisture-retaining effect. SOLUTION: This emulsified cosmetic is characterized by containing (a) one or more of 2-methacryloxyethylphosphoryl choline homopolymer and a 2-methacryloxyethylphosphoryl choline / hydrophobic monomer copolymer and (b) an oiling agent hydrate.
