PURPOSE: An electromagnetic waves shielding filter for a plasma display device and a fabrication method therefore are provided to form a MIHL having a mesh shape pattern using a metal, an insulating layer on a plate to shield effectively an electromagnetic waves generated from a panel assembly. CONSTITUTION: An electromagnetic waves shielding filter for a plasma display device(30) comprises a transparent plate(310) mixed with a first component as an insulator layer and a second component as a metal layer, and a metal insulator hybrid layer(MIHL) formed with a mesh shape pattern.
