PURPOSE: A device, a method, and a program for arbitrating contention are provided to fully utilize a feature of a physical device and flexibly process configuration change of the physical device. CONSTITUTION: A resource information storage(14) stores resource information. A device information storage(18) stores device information representing a confrontation relationship between a logical device and the resource. A use resource recognizer(13) receives the resource matched with the logical device. A resource access judger(15) judges an application permitting use for the resource recognized by the use recognizer. A device access judger(16) judges that the application setting the logical device based on judgment of the resource access judger can use the physical device realizing a function defined by the logical device.
