<P>PROBLEM TO BE SOLVED: To provide a charge settlement device for paying the charge related to the translation of a translated web page to a translator. <P>SOLUTION: When an access to the translated web page from a terminal 1 owned by a consumer is detected, a translated web page management server 3 reads the preliminarily created translated web page from a database server 4 and delivers the web page. When information for a commodity purchase procedure is received by the delivery of this translated web page, the server fetches the information.
