<p><P>PROBLEM TO BE SOLVED: To arrange wings 37 elastically deformed largely corresponding to the pressure of a fluid in a fluid piping 10 and to enable the stirring, aeration, discharge or the like of the fluid W corresponding to the flow rate of the fluid. <P>SOLUTION: A plurality of wings 37 formed of a carbon long fiber molded body having large elastic deformability are arranged along the direction crossing the fluid piping 10 at a right angle and gaps G for allowing the fluid W to flow down are provided between the adjacent wings 37. When the flow rate of the fluid W is small, the wings 37 are almost erected to dam up the fluid W to stir the same. When the flow rate of the fluid W becomes large, the wings 37 are subjected to bending vibration and bending twist vibration to accelerate the stirring of the fluid W.
