PROBLEM TO BE SOLVED: To provide a magnetic recording medium which can be used for magnetic recording devices such as audio and video devices and various information devices and has excellent electromagnetic transducing characteristics. SOLUTION: The magnetic recording medium is constituted by using a polyethylene terephthalate film as a non-magnetic substrate. In a C (carbon)-1s spectrum of a magnetic layer forming surface of the polyethylene terephthalate film measured by a photoelectron spectroscopic analysis (XPS), when peaks of bonding energy are divided into three peaks b. a and c near to 284.6 eV, 286.6 eV and 288.6 eV, respectively, each integral intensity B, A and C of each peak satisfies any one condition of (1) 0.1≤A/(A+B+C)≤0.30, (2) 0.20≤A/B≤0.60 and (3) 0.70≤A/C≤1.90.
