PROBLEM TO BE SOLVED: To provide a content distributing system, content distributing method, and its recording medium and program capable of efficiently distributing contents by using a time zone with a low traffic volume. SOLUTION: In distributing contents through a network to a user terminal, the distribution schedule of contents is created on the basis of a first parameter being the distribution time zone of contents, a second parameter being the provision destination of contents, and a third parameter related to the distribution of contents, distributed to a user terminal on the basis of the created distribution schedule.
