PROBLEM TO BE SOLVED: To provide a method for mounting a final steam turbine bucket among bucket rows on a turbine rotor or a wheel. SOLUTION: A turbine wheel (38) includes a male tab tail configuration (40) around nearly the whole periphery of the wheel interrupted by a notch (46) formed by removing a part thereof at a bucket attaching position on the periphery of the wheel. A lock bucket (36) designed to be attached on the wheel includes a root (47), a platform (62), and a blade profile (60). At the root (47), there are formed a pair of tangs (48, 50) extending inwardly in a radial direction and arranged in a space in a lateral direction. At each tang, there are formed a pair of holding pin holes (52, 54) aligned in a radial direction, which are located inwardly in a radial direction from the male tab tail configuration.
