The arrangement has a spring arrangement (4) extending along the axis or rotation of a lever arm (3) with two separate spring end regions (5,6), of which a first is joined to the lever arm so as to rotate with it, and at least one damping element (14,15) similarly joined to the other end region of the spring arrangement, which is subjected to twisting. At least one friction element (12,13) is in frictional contact with the damping element to damp rotary movement.
