PURPOSE: A recording and reproducing apparatus for recording and reproducing data on and from a recording disc, and an encoder circuit and a decoder circuit mounted at the recording and reproducing apparatus are provided to realize stable operation possibilities at low power consumption. CONSTITUTION: A reproducing head(13) reads data from a recording medium(11). A signal processor(30) processes the data. A memory(27) temporarily stores the data processed by the signal processor. A write operation and read operation controller(50) controls write operation for the processed data to the memory(27) and controls read operation for the temporarily stored data. A first clock generator extracts a clock synchronized with the driving of the recording medium(11) from the data reproduced from the recording medium(11). A second clock generator generates a stable clock. A controller(20) controls the signal processor and the write operation controller based on the first clock, and controls the read operation controller based on the stable clock.
