PURPOSE: A valve application method is provided to control the temperature of water by mounting a valve and two packings instead of a cartridge and to make an automatic water saving tap and a fluid opening and closing device for preventing water and fluid from flowing out by automatically shutting off a waterway in collecting the constant amount of water in a sink. CONSTITUTION: Packings are inserted to the bottom side of annular sills in a body(2) including a space(23) and water supply holes. Handles of valves are inserted into the space and then a rotary shaft(15) with a hole(13) and a bottom board(14) is covered on a shaft drilled with a horizontal hole(11). A cap(17) is combined to a screw formed at the upper end of the body and O-rings(18,19) are inserted into the upper end of the screw and the outer diameter of the rotary shaft. A handle(24) is mounted to the upper end of the rotary shaft passing through a center hole(20) of the cap and a lid is fitted to the handle. Hoses(28) are combined to the lower ends of the water supply holes. A packing(31) is inserted into the left side of an annular sill of a valve housing(29) inserted into a tap formed at the side of the body, the end of the handle of the valve put into a support plate from the left gets near an upper end(36) of a lever(35), and then a spring for pushing the valve is installed. A packing is fitted to the end of the annular sill and a valve(41) with a handle(40) is mounted from the rear. A bubble case(44) drilled with a plurality of holes(43) are installed to a water discharge pipe. A coating knob(64) is coated on the lever. O-rings are inserted into the spherical surfaces of the annular sills of a cartridge, respectively, balls are pushed in from below the O-rings, and then bolt units are combined thereto.
