PURPOSE: A near infrared ray heater, a method for fabricating the same, and a heating apparatus by using the same are provided to furnish an electric heater, a heat exchanger, a boiler, and an electric furnace having superior thermal efficiency by using a heater having superior heat generating efficiency and heat transferring efficiency. CONSTITUTION: A near infrared ray heater includes a near infrared ray radiator for radiating near infrared ray. A heating member(43) is coated on the surface of the near infrared ray radiator so as to generate resistance heat. An electrode layer(44) is formed at both ends of the heating member(43) so as to supply a power. A protecting layer(45) is coated on the surface of the heating member(43) so as to protect the heating member(43). The near infrared ray radiator is made of ceramic material. The near infrared ray radiator has a tube shape or a plate shape.
