PURPOSE: An idling device for a diesel engine for a vehicle and a method thereof are provided to reduce noise and vibration in idling by idling the engine with actuating the electric motor in stopping fuel injection by detecting idling of the engine. CONSTITUTION: A diesel engine idling device of a vehicle is composed of an injector(190) injecting fuel to a combustion chamber of the engine; an idling detecting unit sensing idling of the vehicle; an electric idling unit actuating a driving shaft of the engine with electromotive force according to predetermined idle rpm; and a control unit(180) injecting fuel to the engine by controlling the injector according to acceleration of a driver, stopping fuel injection in detecting idling of the engine, and actuating the engine by the electric idling unit at the idle rpm. The idling detecting unit has an accelerator pedal detecting unit(140) detecting the position of an accelerator pedal, a vehicle speed detecting unit(150) sensing vehicle speed, and a speed range detecting unit(160) detecting the speed range of a shift gear.
