The heating panel is made from an electrical resistance (FC) inserted between two layers (C1, C2) of a reinforcing material (FV) e.g. of woven natural or glass fibres pre-impregnated with a polymerizable matrix (MAT), and then raising its temperature in a heating press to give it the required shape and rigidity. The polymer can be thermoplastic or thermo-setting, and the resistance can be a screen printed film or a weave made at least partially from conducting, e.g. carbonized, fibres. The film can have holes in it to allow the polymer matrix to penetrate it and give extra mechanical stability. In other variants the resistance can be made from woven glass fibres containing a conducting wire, or from fibres impregnated with a conducting polymer, and it can be fixed to the reinforcing layers by adhesive (AD1, AD2).
