PROBLEM TO BE SOLVED: To provide a low-floor pneumatic lifting block that has a simple structure, can lift up or down a lifted object from a floor surface to a high position in a horizontal state, can easily move without requiring an additional facility construction, and prevents damage caused by falling of the lifted object by cushioning property of a lifting surface. SOLUTION: A strut 3 is stood at each corner of a quadrangular lower frame 2, the strut 3 is liftably inserted into a boss 5 disposed at each corner of a quadrangular upper frame 4, an air bag 6 is interposed between the lower frame 2 and the upper frame 4, and the upper frame 4 is lifted in the horizontal state by expansion or contraction of the air bag 6.
