PROBLEM TO BE SOLVED: To provide a fixing device whose constitution is simple so that wasteful energy consumption is prevented, and by which an image having such image quality that the transparency of a toner image or the transmittance of an OHP is excellent and having high glossiness and free from irregular gloss is obtained and material to be recorded is hardly curled, and to provide a fixing method and an image forming apparatus. SOLUTION: In the fixing device, the toner image 26" is obtained by applying at least heat and pressure to the material to be recorded 24 on which an unfixed toner image 26 is formed and fixing the image 26. The fixing device includes a heating and temporary fixing means 10 giving at least the heat to the image 26 formed on the material 24 and softening or melting the toner of the image 26, so that the toner is made in a state where it is deformed by external force, and an image gloss control means 30 pressuring the toner without heating and making it flow while the toner's state where it is deformed by the external force by the fixing means 10 is maintained.
