<p><P>PROBLEM TO BE SOLVED: To provide a printing ink binder excellent in hydrolytic resistance, solution stability and a pigment-dispersing property and having excellent adhesive force to plastic films, plastic molded articles, metals, rubbers, etc., and capable of providing a coated film excellent in weather resistance and flexibility when a printing ink composition is obtained by using the binder and to provide the printing ink composition and a laminate. <P>SOLUTION: The printing ink binder is composed of a polyurethane resin obtained by mainly reacting a polyhydroxy compound with a polyisocyanate compound. In the binder, a polycaprolactone polyol having 500-5,000 number-average molecular weight and obtained by polymerizing bishydroxyethyl terephthalate withε-caprolactone in 1:2 to 1:45 molar ratio is contained as the polyhydroxy compound.
