PROBLEM TO BE SOLVED: To properly control transmission of packets when various mobile stations exist mixedly in a wireless communication system.

SOLUTION: A packet classification section 14a classifies packets into a packet having requirement value for communication quality and a packet having no requirement value for communication quality. A scheduling processing section 14b controls the transmission sequence of the packets for every classified packet, that is, a packet having requirement value and having no requirement value for communication quality. Then a wireless resource assignment processing section 14c assigns a wireless resource to satisfy the requirement value of the QoS critical packets.
