摘要 PROBLEM TO BE SOLVED: To perform scalable coding with which reproduced signals from a high quality to a low quality can be obtained and to make large noise not to be generated in a reproduced signal even when reproduction is performed from some coded bit strings. SOLUTION: When the number of effective digits which can be transmitted through a transmission line is M, and there is a bit 1 in digit positions (9 to 15 digit positions) higher than the high order M=8 digit positions from the lowest order digit (least significant bit) in the magnitude part in the digital signal (of Figure A) of sign magnitude format, this program changes altogether bits 0 of the LSB to M=8 of the sample into bits 1, and in Figure A, samples correspond to it except samples S4 and S9 and it makes Figure A to be Figure B and it makes the sign bit string of the most significant bit (MSB) a packet P1 and makes the bit string B1 of the LSB a packet P2 and makes bit strings B2, B3 to B8 which are 2th digit, 3th digit to 8th digit respectively from the lowest order to be packets P3, P4 to P9 respectively and the packets are constituted so that precedence is made lower at order of P1 to P9.
