PROBLEM TO BE SOLVED: To be able to effectively transmit data from a transmitting station to a receiving station without waste of band, and to retransmit the data so that request of two or more receiving stations are satisfied. SOLUTION: Data packets P(1) to P(8) sent from a route station 1 (transmitting station) are received by two or more leaf stations A to C (receiving stations). The data packets P(1) to P(8) include data blocks B (101), etc. which respectively contain an error correcting code. The data packets P(1) to P(8) include retransmission request rights for speaking L(201), L(202) to L(801), L(802) which give the retransmission request tights for speaking to 2 stations out of leaf stations A to C in a communication cycle. The leaf stations A to C request retransmission of a data block, which is not possible to correct errors in the communication cycle given the retransmission request rights for speaking to the route station 1 by transmitting retransmission packet LA(1), LB(1), LC(1), etc. The route station 1 transmits data packets including the requested data block in the next or subsequent communication cycle.
