PROBLEM TO BE SOLVED: To enable the bottom drip of an ink or the like to be precisely controlled under a simple constitution and at a low cost. SOLUTION: This device is of the construction that a projecting part 13c(14c) as a protuberance jutting out outwardly in the diametral direction is molded in one piece by molding at a region corresponding to a printing pressure removing region on the outer peripheral face of a stationary outer ring part l3b(14b) to the supporting cylindrical body 4a of a flange 13(14), and a plate cylinder 4 (strictly speaking, the cylindrical body 4a) fixed along the projecting part 13c(14c), is shaped like a protuberance inflatedly projecting outwardly in the diametral direction. Consequently, a gap Ax between an ink roller 18 at a region where the part 13c(14c) is formed and the inner peripheral face 4b of the plate cylinder 4 is of the size equivalent to a normal gap A and the thicknessαof the part 13c(14c) in the diametral direction combined together. The function that the plate cylinder 4 becomes apart from the ink roller 18 simultaneously with the removal of the printing pressure following the separation of a press roller 7 and the ink is pushed to the external side of the plate cylinder 4, lowers at a printing pressure removal point D in a smoothly responsive manner.
