PROBLEM TO BE SOLVED: To improve an access performance at the time of a reproduction in a digital video camcorder using a tape medium. SOLUTION: The image recording and reproducing apparatus includes: a recording section that records a representative image being a still picture representatively expressing contents of moving pictures for a period from recording start of the moving picture to the recording end, a photographing sequence information denoting photographing sequence of the moving pictures, and recording start position information, denoting a recording start position of the moving picture recorded onto a tape recording medium, to the tape recording medium; a print section 24 for generating a first printed matter by printing out the representative image read from the tape recording medium and at least either of the photographing sequence information and the recording start position information in cross-reference with each other and generating a second printed matter by printing a prescribed frame and at least any of the representative image, the photographing sequence information and the recording start position information; and a reproduction section for using an imaging section 5 to photograph the second printed matter and reproducing the moving pictures according to the reproduction sequence on the basis of the image information of the photographed second printed matter.
