PROBLEM TO BE SOLVED: To provide a method and a device for controlling the operation of a power generation plant of a simple configuration for controlling the opening of a bypass control valve while maintaining adequate opening controllability of the bypass control valve provided in a bypass line of a turbine. SOLUTION: In order to control the operation of a power generation plant comprising a turbine provided in a branched pipe line branched from a main pipe line and having an opening-variable turbine nozzle, an inlet shutoff valve provided in the branched pipe line on an inlet side of the turbine, and a bypass control valve provided on the bypass line to bypass the turbine and the inlet shutoff valve, a control device comprises an opening meter 16 to indicate the opening of the turbine nozzle, a first conversion means 22 which receives an opening signal from the opening meter to convert it into the flow rate of the turbine, and a second conversion means 23 which receives a flow rate signal from the first conversion means 22 to convert it into an opening command signal of the bypass control valve, and controls the opening of the bypass valve according to the opening command signal.
