PROBLEM TO BE SOLVED: To provide a rainwater utilization system provided with: an initial rainfall draining device which removes initial rainfall by a simple mechanism; the initial rainfall draining device; a filter device hardly generating filter clogging; and at least a storage tank, without using various control devices consuming electric energy. SOLUTION: An initial rainwater draining device at least provided with: an initial rainwater reservoir tank having an initial rainwater inflow opening connected to a water collecting passage and an initial rainwater, and a float valve opening/closing the initial rainwater inflow opening by the water level, when the float valve floats on the rainwater level reserved in the initial rainwater tank, positioned at the lower part of the initial rainwater inflow opening, is provided, and further a rainwater utilizing system using the device is provided.
