PROBLEM TO BE SOLVED: To provide a heat exchanger preventing a temperature difference of air in a longitudinal direction of a tube even when a flow rate of internal fluid is very small. SOLUTION: The heat exchanger has a plurality of tubes 111 passing the internal fluid through interiors and arranged in a direction crossing the longitudinal direction, and a pair of tanks 120 and 130 extended in the arranged direction of the tubes 111 and connected to both longitudinal end parts of the tubes 111. A plurality of partition plates 121 and 131 partitioning a space in the tanks 120 and 130 are provided in at least one interior of the tanks 120 and 130, and by the partition plates 121 and 131, passages for passing the internal fluid are formed so that they are connected from both end part sides of one tank 130 to a center part side of the other or one tank 120 while making U-turns around the tubes 111.
