PROBLEM TO BE SOLVED: To easily deal with even a change in bind information being used by a less decoding processing while holding secrecy.

SOLUTION: A bind management file BFILE including bind ID (BID) constituted of medium ID (MID) and added ID (AID) is previously encrypted by the medium ID (MID) and stored in a memory card MC. When the bind ID (BID) is changed due to renewal of a terminal device or a change of a user, the unchanged bind ID (BID) is acquired by reading out the bind management file BFILE from the memory card MC and decoding the file BFILE, contents Kc[C] is decrypted by using the unchanged bind ID (BID) and the contents C is encrypted again by new changed bind ID (BID') and stored again in the memory card MC.
