<p><P>PROBLEM TO BE SOLVED: To provide an operating device that can ensure appropriate control of final control elements outside a control range of a sequence controller and suppress activation of an unnecessary sequence. <P>SOLUTION: A sequence control information storage part stores information on series of final control elements controlled under links to triggering final control elements out of final control elements as manually controllable objects, as sequence control information, and final control element control determining means determine whether a manually controlled final control element is a triggering object in sequence control or not. If the final control element is determined to be a triggering object, sequence control means sequentially extract a series of final control elements according to the sequence control information and current plant input point information, and CRT operation controlling means execute sequential control.
