PROBLEM TO BE SOLVED: To provide a magnetic fluid in which magnetic particulates are effectively distributed in carrier liquid. SOLUTION: A packaging substrate contains the magnetic fluid containing a nanoscale carbon tube including a ferromagnetic material (A) and carrier liquid (B), the nanoscale carbon tube including the ferromagnetic material (A), the carrier liquid (B), and a surfactant (C). The nanoscale carbon tube is improved in distrubutivity to be distributed in the carrier liquid even without using a surfactant, such that the steam pressure of the resultant magnetic fluid is low appropriately for sealing in a high vacuum.
