PROBLEM TO BE SOLVED: To provide a reporting method capable of reporting the sending of email to a user in a position where a connection to a communication network cannot be established, and further provide a communication device; an information reporting system; a computer program; and a recording medium. SOLUTION: Communication devices 1a, 1b, 1c have respective rotary lamps 10a, 10b, 10c installed as independent reporting means on a basement floor where connections to a communication network NW inside buildings Ba, Bb, Bc cannot be established. The portions of the communication devices other than the rotary lamps 10a, 10b, 10c are installed in areas where connections to the communication network NS inside the buildings Ba, Bb, Bc can be established. When an emergency signal is input from a facility control device 4a to the communication device 1a, the communication device 1a creates emails to report information corresponding to the emergency signal and sends the emails to the communication devices 1b, 1c and a cellular phone 2.
