PURPOSE: Provided is an apparatus for purifying soil and ground water using a floating and skimming pipe system, which is capable of selectively extracting pollutant gas and light non-aqueous phase liquid (LNAPL), moving up and down along with water level of ground water, thereby simultaneously removing pollutant gas and LNAPL by a single extraction pipe and a pump. CONSTITUTION: The apparatus comprises a floating skimming bladder(1) with a concave in the middle portion thereof for collecting LNAPL while floating on the surface of water, a first pipe(3) with a first end placed in the concave of the bladder(1) and provided with an extraction unit and a screen, and a second end extending to a second pipe(4), the second pipe(4) with a first end linked with the second end of the first pipe(3) and a second end exposed to air and provided with a screen for sending soil vapor and LNAPL to an external gas/liquid separator and an extraction pipe.
