PROBLEM TO BE SOLVED: To provide a cleaner which prevents defective cleaning of a transfer belt and the occurrence of a defective picture and to provide an image forming device. SOLUTION: In the image forming device, an electrostatic latent image formed on an image carrier 1 is developed to form a toner image by using developer comprising toner of which the volume average grain size is 5 to 10μm and the proportion of the particles having a grain size of≤5μm is 60 to 80 number%. Thereafter, the toner image formed on the image carrier is transferred to a transfer material S which is electrostatically attracted and is transported by a transfer belt 2A. The image forming device is provided with a cleaner 10 which removes the toner stuck to the transfer belt 2A without being transferred to the transfer material. Therein, the transfer belt 2A is constituted with an intermediate resistance elastomer, and a member which is brought into contact with the transfer belt and electrostatically adsorbs the toner is disposed as a cleaning means which removes the toner stuck to the transfer belt.
