PURPOSE: An apparatus and a method for adjusting a picture are provided to offer a stable picture to a user by providing inter-different picture states in one image to the user when the user adjusts the picture. CONSTITUTION: An OSD(On Screen Display) picture adjusting unit(430) provides a picture adjustment interface to a user. When the user adjusts a picture through the OSD picture adjusting unit(430), an image dividing unit(420) displays only an image of a certain region according to a picture adjustment state in one image to be displayed on a display panel, and displays an image of the other region according to a certain reference picture state.
