PURPOSE: A cosmetic foundation composition containing a silicone-based polymer and a silicone-based oil is provided. It can be easily spread during skin coating, is excellent in adhesion, and has no diaphoresis in which oil is eluted to the surface by temperature change of external environment. CONSTITUTION: The cosmetic foundation composition contains 0.1 to 15% by weight of one or more silicone-based polymers selected from cyclomethicone trimethylsiloxysilicate, dimethicone trimethylsiloxysilicate and a mixture thereof and 1 to 60% by weight of one or more silicone oils selected from volatile silicone oil, non-volatile silicone oil and a mixture thereof. The volatile silicone oil contains cyclomethicone and the non-volatile silicone oil comprises one or more selected from dimethicone having a viscosity of 5 to 20cs, polyphenylmethylsiloxane having a viscosity of 5 to 100cs and a mixture thereof.
