PURPOSE: A safe tire and a wheel are provided to prevent movements when the tire is punctured and accordingly remove accidents in traveling by filling rubber materials and the other materials as synthetic resin or silicon in the wheel, instead of tubes or air. CONSTITUTION: Rubber materials and other materials(3) as synthetic resin(2) or silicon are filled in one part of a safe tire(1) for when the tire is punctured in traveling. In filling materials into the tire, the material of small shock-absorbing capacity is arranged to a wheel at first and then the material of big shock-absorbing capacity and the other materials are arranged in turns. Accordingly, the synthetic resin, silicon, rubber materials, and the other materials are respectively separated and combine-installed. As a result, the safe tire and wheel prevent accidents caused by the puncture of the tire in the traveling of a motorcycle, an airplane, and a vehicle and secure a safe driving.
