PURPOSE: A method of forming an anti-glare layer, an anti-glare film and a manufacturing method for the same, and an ink-get apparatus of forming the anti glare layer are provided to increase uniformity and adhesion performance of the resulting film and to achieve good black finishing effect upon display of moving images. CONSTITUTION: In order to form an anti-glare layer, ink droplets, which contain an anti-glare composition forming convex and concave structure, are discharged onto a transparent substrate(102), so as to form the anti-glare layer having the fine convex and concave structure on a surface of the substrate.
