PURPOSE: A fuel activating device of an internal combustion engine and a heating system is provided to improve the output of the engine and reduce noise and smoke by activating fuel supplied to the internal combustion engine with heating fuel through the fuel activator, waste heat or an additional heater, and to decrease energy consumption by increasing combustion efficiency with mounting a high frequency generator outside a fuel supply hose. CONSTITUTION: A fuel activating device comprises a doughnut permanent magnet(6) activating fuel in a tubular body(4) by the magnetic field; filtering nets(8,14) restricting displacement of amphibole, elvan, and bioceramic; the spherical amphibole, elvan and bioceramic activating fuel by radiating far infrared rays and absorbing pollutant from fuel; and end pieces(22,24) mounting a filtering net(16) filtering off impurities from fuel and having an inlet pipe(18) and an outlet pipe(20). The end pieces are combined with both sides of the tubular body and sealed with the packing to activate fuel.
