PURPOSE: A method and an apparatus for refining coal ash are provided to recycle recovered gas and recycle refined coal ash as concrete additive in large quantities by decomposing ammonium salt and non-burnt carbon contained in deNOx coal ash generated from coal burning thermal power plant. CONSTITUTION: The apparatus comprises a raw material coal ash supply part(1) comprising a raw material coal ash storage hopper(11), and a rotary feeder(12) for constantly dropping coal ash into a vibration supply unit for transferring coal ash(13); a coal ash refining unit part(2) comprising a raw material ash injection port(21) for injecting the coal ash supplied by the raw material coal ash supply part into a coal ash refining unit, an electric furnace heating wire part(22) for heating and refining ammonium salt and non-burnt carbon, rotational guide vanes(23) for controlling retention time of the coal ash flown in, a guide vane rotating motor(25) for transmitting rotation power to the corresponding rotational guide vanes, cast-iron plates(24) for staying the coal ash, a refined ash outlet(27) for discharging refined high temperature coal ash, and a flying ash collection port(26) for discharging scattered ultra-fine coal ash, decomposed ammonia gas and carbon dioxide; a high temperature refined ash waste heat exchange part(3) comprising a high temperature refined ash waste heat exchanger(31) for recovering waste heat of high temperature coal ash, a low temperature refined ash storage hopper(33) for storing low temperature refined ash, a heat exchange medium transfer pump(34) for transferring waste heat to raw material ash, and a heat exchange medium transfer pipe(35) for transferring heat exchange medium; and a flying ash collection part(4) comprising a cyclone collector(41) for collecting coal ash, a bag filter for filtering air containing ammonia gas and carbon dioxide, and a deNOx facility(43) for receiving pure ammonia gas and carbon dioxide only for recycling.
