PURPOSE: A system for matching subscriber is provided to enable a PBX(Private Branch eXchange) and a key phone system to accommodate both general phone and multi-function phone by using an FSK(Frequency Shift Keying) transmission and reception method. CONSTITUTION: An exchange controller(300) controls switching of a voice signal and a general function of an exchange. A subscriber matching board(310) matches a general phone(320) subscriber and an FSK multi-function phone subscriber. An SLIC(Single Line Interface Circuit) unit(312) physically combines the general phone(320) and an FSK multi-function phone(330) and performs a ring signal control off-hook sensing function. A codec unit(314) performs a conversion function between an analog voice signal and a digital PCM signal. An FSK transmitting/receiving unit(316) inserts an FSK tone into the PCM(Pulse Code Modulation) signal and extracts it, thereby performing an input/output interface function between the extracted data and a processor(318).
