PURPOSE: A device for converting a vertical cell at the request of a terminal and a method therefor are provided to enable a handover central control device of a base station controller to control a vertical cell conversion according to a signal intensity level and a load state of a cell base station if a cell conversion request is received from a terminal, thereby controlling load states between hierarchical cells. CONSTITUTION: A wideband cell base station(2) supplies a packet service to a terminal moving at high speed by using the first frequency at the first rate. A narrowband cell base station(3) supplies the packet service at the second rate, targeting on the terminal moving at low speed, by using the second frequency. A base station controller(4) confirms cell conversion-related information of a corresponding base station according to a cell conversion request signal of the terminal, compares load states of each base station to decide whether to perform a cell conversion, and carries out a cell conversion procedure.
