A normally-open switch (C) cuts off the connection between one side driving input (101a) of a DC motor (101) and a positive plate side power source, and the connection between the other side driving input (101b) of the DC motor and the positive plate side power source. The switch (C) is opened at a predetermined time before a normally-closed switch (A) or a normally-closed switch (B) is closed.
