PROBLEM TO BE SOLVED: To easily obtain various information from providers and update various information with high accuracy and frequency. SOLUTION: The system is provided with an information center including a navigation device, an update means updating a database based on new information transmitted from the navigation device, and a user database, and an information transmitting center transmitting predetermined information to a user. The navigation device transmits user identification information and transmitting time information together with the information to the information center. When the information center receives identical new information from a first predetermined number of users, the information center updates the database based on the information, and specifies a second predetermined number of users, which is less than the first predetermined number, from the user database based on the order in which the new information is transmitted to the information center.
