PROBLEM TO BE SOLVED: To provide a data switching output apparatus in which a part of input data is switched and data are outputted while keeping equal an input speed of the data and its output speed. SOLUTION: Based upon a result of comparison between the total number of switching target packets received for a term from a reference time to a present receiving time and the total number of switched packets outputted within the term, a data switching output apparatus 10 determines whether or not the switched packets are to be continuously outputted each time the switching target packet is received during a term in which the continuous output is not performed. Only when the switched packets are determined to be continuously outputted, processing for outputting the switched packet is continuously performed each time either the switching target packet or a switching non-target packet is received and in the other case, the switching non-target packet is outputted each time either the switching target packet or the switching non-target packet is received.
