PROBLEM TO BE SOLVED: To provide an exhaust emission control device for suppressing emission of exhaust gas which is not sufficiently purified by adequately collecting exhaust gas even after completing warming-up of a catalyst provided in an exhaust passage of an internal combustion engine. SOLUTION: An exhaust emission control device 10 of an internal combustion engine 1 is applied to the internal combustion engine in which a catalyst 7 to demonstrate the purifying performance by the warming-up after the engine start is provided in an exhaust passage 4, and takes out exhaust gas from the exhaust passage 4 and collects it in a collection vessel 11. The device monitors whether or not the internal combustion engine 1 is operated in a predetermined state in which the purifying degree of exhaust gas passing through the catalyst 7 is degraded outside a permissible range for an objective period after the warming-up after the engine start is once completed. When the internal combustion engine 1 is operated in the predetermined state, exhaust gas is collected to the collection vessel 11. COPYRIGHT: (C)2004,JPO
