PROBLEM TO BE SOLVED: To provide a deposit cutting device capable of satisfactorily cutting without having any part left uncut or cutting too much even if a cylindrical body to be cut has deformation such as decentering and bending, or has slight unevenness. SOLUTION: A distance between the tip of a cutting tool and the inner/outer peripheral surface of the cylindrical body to be cut is kept at a prescribed distance, and a rotation roller rotating along the inner/outer peripheral surface of the cylindrical body to be cut with the rotation of the cylindrical body to be cut is supported on a tool supporting base. The tool supporting base is supported by a support arm so as to approach to or depart from a rotary axis of the cylindrical body to be cut in accordance with eccentric rotation movement of the inner/outer peripheral surface of the cylindrical body to be cut.
