PURPOSE: An electronic bulletin board operation and reference system is provided to operate or manage distributed electronic bulletin boards over the internet, and to freely move the electronic bulletin boards. CONSTITUTION: The system comprises a bulletin board data collector(110), a bulletin board data provider(120), and a bulletin board management database(130). The bulletin board data collector(110) receives or detects accessible data on bulletin boards of plural clients, and stores the received or detected data at the bulletin board management database(130). The bulletin board data provider(120) provides the accessible data on bulletin boards as requested by users. The accessible data on the bulletin boards includes a bulletin board ID, a user group for each ID, and data on the operation of the bulletin board.
