<P>PROBLEM TO BE SOLVED: To realize data distribution such that user information can safely be transmitted while protecting and a server device can uniquely specify the relation between the user information and a recording device being a transmission destination. <P>SOLUTION: A terminal device 100 reads an user ID out of an ID card 200 and temporarily holds it on a memory card 400. When license data are distributed, the memory card 400 structures a ciphered communication path between itself and the server device 100 and transmits the user ID to the server device 100 through the path. The server device 100 generates user limitation data according to the user ID received through the ciphered communication line and embeds the data in the license data.
