PROBLEM TO BE SOLVED: To obtain an electrochromic element which is free from coloring (blue color) which changes the color reproducibility or the color balance in the wavelength range of visible light, or and free from partial color uneveness when used as a light controlling element and applied with voltage. SOLUTION: The electrochromic element 9 has a reducing color developing layer composed of a multilayer film of WO<SB>3</SB>films 5, 7 and a MoO<SB>3</SB>film 6. The reducing color developing layer may be composed of a multilayer film of a WO<SB>3</SB>film and a V<SB>2</SB>O<SB>5</SB>film, or a WO<SB>3</SB>film, a MoO<SB>3</SB>film and a V<SB>2</SB>O<SB>5</SB>film.
