PROBLEM TO BE SOLVED: To provide a simple, reliable and unique low cost two-axis control system in lifting and swing boundary area by adding a total of four right and left side rollers supporting steps for a compact lifting and swinging general-purpose spiral stairway to steps for rail guide type two-axis parallel and straight lifting in double rows on the right and left sides of a same horizontal plane equipment and a double-axis uniform opening swing. SOLUTION: In a straight lifting area, a swing vertical shaft 65 forming bracket 56 assures the parallelism of two axes by two diagonal direction stoppers 96 and a swing rail related component cam rail interlockd cam stopper 98 set. At a straight down point, first a down side right bracket is released at a swing start point off the cam stopper 98, and the bracket is opened to a opening limit stopper 99 at the right upper side. At the same time, the left side bracket is released off the stopper in the swing area, and the two axes are lightly swung by the uniform opening of the swing angle. At the upper point, to the contrary, the cam interlocking stopper in the lifting area is set by right and left roller flange guides, and the parallelism of the two axes is recovered in the same manner as in lowering.
