PROBLEM TO BE SOLVED: To start an engine at an early stage by reflecting an intention of a user. SOLUTION: An engine control computer 110 includes a circuit to detect that an ignition key is at an ignition contact 134 and a pre-start contact 136, and a control circuit 112 which determines whether or not a user has an intention of starting an engine, and controls the engine to start before the ignition key reaches a start contact 138.
